The Glover Park Citizens’ Association has been in continuous service to the community since 1932, although it was not incorporated with formal by-laws until 1952. Today, GPCA is an unincorporated community association under IRS Code 501(c)(4).
All residents of Glover Park are welcome to attend meetings which are typically held on the first Tuesday of most months (see Calendar) but only dues-paying members are permitted to vote. To become a member of GPCA, click here.
Over the years, the GPCA has contributed to the betterment of Glover Park in a number of ways including resisting the placement of an industrial-sized power plant and smokestack less than a mile away, protecting small businesses and restaurants in our commercial district from office-building developers, helping renovate the ball field at Guy Mason so that the neighborhood could enjoy night games, supporting the creation of St. Luke’s Shelter to deal with the needs of homeless men, and replanting trees as needed to keep Glover Park’s woodland heritage alive.
Most recently, GPCA fought for and won a moratorium on the issuance of new liquor licenses in Glover Park in order to keep a fair balance of services in our commercial corridor. The call for a moratorium arose after residents fought for years to shut down a nightclub linked to an increase in dangerous incidents, disturbances of the peace, and litter along Wisconsin Avenue, and also in response to similar moratoriums in Georgetown and Dupont Circle. The moratorium comes up for renewal in April, 2008. |

GPCA officers are elected in May and typically serve a two-year term. Nominations are taken in April for a new slate or for vacant positions. Current officers are as follows:

| Membership in The Federation of Citizens Associations |
The Federation's activities involve issues of local as well as citywide interest, and may include testifying on behalf of the citizens of the District before District agencies, before the Control Board, and before the Congress of the United States.
The Federation also serves as liaison with Congressional staff members on matters important to District citizens, and engages in litigation when necessary. It also works in concert with other citizen organizations to accomplish specific goals.
The purpose of the Federation is:
-- to work for the strengthening of residential communities and neighborhoods
-- to provide a forum for the expression and interchange of opinion
-- to further the interests of the people of the District of Columbia
-- to secure and make effective united action

Zoning Review
Rewriting DC Zoning Regulations – working groups will propose changes. Public is invited to participate. After working group review, recommendations for each subject area will be reviewed by a zoning taskforce and then forwarded on to the Zoning Commission for a public hearing.

A confidential study on the establishment of a planning commission is being drafted, due February 22.

Police Issues:
-- High turnover – 1000 officers in 4 years. Cost to recruit and train - $75,000.
-- 20 year retirement
-- Patrol cars to take home
-- 4 days 10 hour shifts per week, increase in education incentives.
There will be a DC Crime lab built, so that DC can stop relying on the FBI.
2D is the largest district, has the fewest officers, least crime.
