Voluntary Agreements
Voluntary agreements have been negotiated between ABC-licensed establishments in Glover Park and third parties – ANC3B, GPCA, and/or groups of individuals. The agreements were made to resolve protests against issuing, changing or renewing a liquor license.

The following links allow you to read the voluntary agreements that currently exist with Glover Park’s licensed establishments. Compliance with a voluntary agreement is required for a liquor license to remain valid, but enforcement is often left up to the community.

In December 2007, ANC3B voted not to oppose the renewal of liquor licenses for Good Guys and JP’s, both adult entertainment clubs that are controversial in the community. In January 2008, GPCA decided to encourage residents with concerns about these establishments to begin building a record that can be used to protest these licenses when they are next up for renewal (three years). Violations of the voluntary agreements or excessive disruption of the peace and order of our neighborhood are also grounds for action at any time by making an official protest to the Alcohol and Beverage Regulatory Administration (ABRA).

We encourage you to report any violations of the voluntary agreements or any examples of disruption of the peace and order of the neighborhood in writing to GPCA, P.O. Box 32269, Washington, DC 20007. Please be sure to include your name and address. GPCA will report periodically to the community on the building of this record against Good Guys and JPs.

Voluntary Agreement with Good Guys

Good Guys has agreed to:

Withdraw its request for approval to expand the premises and not seek further approval to expand
Have one security guard from 7pm-close and two security guards from 9pm-close stationed at the front door to maintain order
From 9pm-close, one employee will periodically patrol the sidewalk in the front and back of the premises and on Observatory Lane
Make efforts to prevent patrons from loitering, making excessive noise and being rowdy
Not display signs or pictures other than the name “The Good Guys”, an American flag, menu and legal documents on the outside of the building indicating what goes on inside
Not serve alcohol to patrons who appear to be intoxicated or disorderly
Take efforts to make sure trash is removed in the proper way
Maintain the sidewalk and any trees in front of the establishment
Keep the door closed except when patrons enter and exit and keep the noise at a reasonable level
Provide cigarette repositories at the front and rear and clean up cigarettes from the sidewalk

Voluntary Agreement with JPs

JP’s has agreed to:

Have one security guard from 7pm-close at the front door and an additional security guard at the back door from 9pm-close to maintain order
Have an employee periodically patrol the sidewalk in the front, rear, and sides of the premises
Make efforts to prevent patrons from loitering, making excessive noise and being rowdy
Not display any words, pictures, etc. except the name “JP’s Nite Club” and “A Gentleman’s Club” and any required legal signs on the exterior of the building
Take efforts to make sure trash is removed in the proper way
Follow all laws regarding trash removal and have trash and recyclables collected at least 5 times per week.
Maintain the sidewalk and any trees in front of the establishment
Install bright lighting in the rear and sides of the premises and keep the gate between the premises and 2408 Wisconsin Ave closed and locked except for trash removal
Keep doors closed except when people are entering and exiting and keep noise at a reasonable level
Provide cigarette repositories in the front and rear and keep sidewalk and outside areas clean

Voluntary Agreement with Grog and Tankard

Grog & Tankard has agreed to:

Follow all laws regarding trash and recyclables removal at least 5 times a week
Maintain cleanliness on the sidewalk in front of the premises and care for plants
Keep the door closed except when patrons enter and exit and make efforts to keep the noise at a reasonable level
Keep the gate between the establishment and JP’s closed and locked except to remove trash
Provide repository containers outside for smoking-patrons and bring them inside when closed and keep the area clean of cigarettes
Maintain a business membership with the GPCA and advertise to the neighborhood about venues if interested
